Yvonne Ortiz has been in law enforcement for the past 21 years with the Los Angeles Police Department (LAPD). Yvonne is currently a Detective III assigned to Detective Bureau. She is the Department’s Domestic Violence Coordinator (Department expert), Elder Abuse Coordinator, and U-Visa Coordinator. Yvonne completed the Los Angeles Police Leadership Program.
In January 2015, with Mayor Eric Garcetti’s announcement of a citywide expansion of the Domestic Abuse Response Team (DART) program, Yvonne worked closely with the Mayor’s Office of Homeland Security & Public Safety to expand the DART program from LAPD’s ten geographic Areas to all twenty one. Unique to this program is that each Area deploys a DART Car comprised
of a police officer and a domestic violence advocate that respond to domestic violence calls for service and assist the primary responding unit by providing investigative expertise and promoting victim safety through immediate support services.
Each month, Yvonne represents the Department at a variety of meetings led by City of Los Angeles Domestic Violence Task Force (Executive Board Meeting, General Meeting, Law Enforcement Committee, and Gang/DV Nexus Committee) and Los Angeles County Domestic Violence Council (General Meeting, Legislative Issues Committee, LGBT Issues Committee, Death Review Team).
In 2015, Yvonne (Elder Abuse Instructor), along with the representatives from the Office of the City Attorney, WISE & Healthy Aging, and the Jewish Family Service of Los Angeles, provided elder abuse training, to include domestic violence, to over 100 officers and detectives.
Yvonne has extensive experience investigating violent crimes derived from having worked Rampart Area, Juvenile Division and Internal Affairs Group. This includes allegations of both physical and sexual abuse of tragically traumatized children. Additionally, she investigated undetermined deaths of children under the age of thirteen. Her investigations frequently involved working in partnership with Sexual Assault Response Team (SART) centers and rape crisis centers. Yvonne currently manages the SART Operational Agreements between the Department and SART centers to ensure collaborative efforts continue towards the common goal of providing the maximum available assistance to crime victims residing in our community through a specialized response to sexual assault victims.
